don’t do it, it’s a ridiculous self esteem device which just shows the rest of the world you have nothing except money. small breasts are much better than plasic and they will never sag around your knees like large ones.

If your parents sign wavers and agree, then yes, it can be done. Personally I’d wait 3 more years, because the breasts keep growing until you’re around 20, and you might be happy with them naturally then.
I’m sure you’ll also understand all the consequences, like back problems.
I’m not sure about that, but I would suggest that if this is something you really want, wait a few years. You are still young and you are STILL growing! I agree, you might be satisfied with the size of your breasts by the time you are finished growing, not to mention, more mature. You might realize that a boob job is not worth it.
