Any operation carries an amount of risk! The question is the degree of risk, and the NECESSITY to undergo this operation. You are the judge!
Anaesthesia is not your problem, it’s actually quite ”nice” to drift off and totally painless. I can see why people can get hooked on opiates. If death was like this, more would stop fearing it.

All plastic surgery is different. In terms of a breast lift, since the surgeon will be manipulating your breast tissue, it is possible that your breast may not function (aka produce milk) properly in the future.
All surgery comes with risk of bleeding and infection. This can always range from uncomplicated to life threatening.
Risk of anesthesia depends on your health. If you smoke, are obese, have heart or lung conditions, they make anesthesia much riskier. If anyone in your family has ever had bad reactions (not nausea- but stuff like precipitous drop in blood pressure, heart rate, etc.) to anesthesia, this may also happen to you. If you have red hair, you likely carry a mutation that will require you to have much more anesthesia than a normal person and increase your risks.
BUT, complications from surgery like this or anesthesia are pretty rare. If your plastic surgeon thinks you aren’t in the best health for surgery, he/she will refuse to do it or send you for medical clearance first. Anesthetists are doctors that are heavily trained in resuscitation and in keeping patients alive. If any complications do arise during surgery, you’d be quite unlucky.
